RWY CONDITION REPORT OF CLEAR GIVEN WHEN IN FACT THE LAST HALF OF RWY SLUSH COVERED.
Narrative
WHEN LANDED AT NEWARK IT WAS SNOWING MODERATELY. THE GND WAS WARM AND THE SNOW WAS TURNING TO SLUSH. FOR THE ENSUING DEP I REQUESTED THAT MY GROSS WT BE PREDICATED ON 1/4' SLUSH ON THE RWY. A QUICK CHK OF THE LOAD REVEALED THAT ONLY 1 RWY COULD BE SAFELY USED--RWY 4R. SINCE THE TWR WANTED TO USE 4R FOR LNDGS I WAS GIVEN A DELAY OF 3 HRS FOR DEP ON THIS RWY. I ASKED THAT 4L BE PLOWED SINCE I WOULD BE LEGAL ON THAT RWY W/O THE SLUSH. I WAS TOLD THAT IT WAS CLR. WE TAXIED TO 4L AND SURE ENOUGH IT WAS CLR. ONLY WHEN WE BEGAN TO ROTATE FOR TKOF AND I COULD SEE THE DEP END OF MY RWY DID I REALIZE THAT I HAD BEEN HAD. THE LAST 1/3 OF THE RWY WAS COVERED WITH SLUSH. HAD I LOST AN ENG AFTER V1 I DO NOT BELIEVE THAT I COULD HAVE CONTINUED THE TKOF SUCCESSFULLY. SOME TWR FACS ARE VERY UNCOOPERATIVE WITH THE ARPT USERS. THEY ONLY UNDERSTAND THEIR PROBS AND HAVE NO UNDERSTANDING OF THE HARDSHIPS AND HAZARDS THEIR INTRANSIENTS CAUSE OPERATORS. WITH 1 1/2 HRS ELAPSING BTWN THE TIME I LANDED AND THE TIME I TOOK OFF; I LATER LEARNED THAT NO SNOW PLOWING HAD TAKEN PLACE. CBC REVEALED THE FOLLOWING INFO: ACFT WERE BEING DEICED AS A RESULT OF THE CONTINUOUS SNOW. WAS ANXIOUS TO GET TO THE RWY AND GET AIRBORNE W/O ANY EXTENDED DELAY ACCOUNT THE DEICING. RWY LOOKED GOOD UNTIL HE REACHED THE ROTATION POINT WHEN LAST 1/2 OF RWY SLUSH COVERED AND WOULD HAVE BEEN IMPOSSIBLE TO CONTINUE THE TKOF IF AN ENG HAD BEEN LOST. FELT HE WAS LED DOWN THE GARDEN PATH. ADVISED COMPANY BUT DOES NOT FEEL MUCH WILL BE DONE. SUGGESTED HE CONTACT THE FAA HOTLINE AND GIVE THE INFO.
