Narrative
FRG IS UNDER CONSTRUCTION. BRAVO TXWY IS CLOSED AND BEING MOVED. YESTERDAY. I CALLED FRG GND FOR INSTRUCTION TO THE ACTIVE RWY. AWARE OF THE TXWY CONSTRUCTION; I WAS PREPARED TO NOTE THE INSTRUCTIONS. I WROTE DOWN THE FOLLOWING: 'LA R32 HS1;' SHORTHAND FOR: 'LEFT ON ALPHA; RIGHT ON RWY 32; HOLD SHORT AT 1.' WHEN I GOT TO RWY 1; I WAS LOOKING FOR LAHSO MARKINGS -- THERE AREN'T ANY. I CALLED GND AND SAID; 'I'M CONFUSED' ABOUT WHERE I SHOULD BE. AT NO TIME DID I ENTER RWY 1 -- I DID STOP AND HOLD SHORT. THERE IS; APPARENTLY; NO DESIGNATED POINT AT WHICH TO HOLD SHORT. THE TOWER EXPRESSED SOME CONCERN ABOUT MY POSITION; I DID NOT THINK THERE WAS ANY REASON FOR CONCERN. I WOULD SUGGEST; HOWEVER; THAT THERE BE SOME KIND OF HOLD SHORT MARKING OR SIGN AT LEAST UNTIL THE CONSTRUCTION IS COMPLETED.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT HE WAS TAXIING DOWN RWY 14 AND IS SURE THAT HE STOPPED BEFORE CROSSING RWY 1/19. HOWEVER; THE TOWER WAS UNSURE ABOUT HIS STOPPING INTENTIONS. THERE WAS NO FURTHER PROBLEM ABOUT THE MISUNDERSTANDING; BUT THE RPTR SIMPLY COULD NOT CLEARLY IDENTIFY A POINT ON RWY 14/32 WHERE THE ACFT SHOULD HAVE BEEN STOPPED.
