A300 CAPT RPTS A SINGLE TIRE FAILURE AFTER LNDG WITH AN APPARENTLY MALFUNCTIONING BRAKE.

Narrative

ALERTED TO TIRE FAILURE ON LNDG AFTER TWR ADVISED SEEING LARGE DARK SMOKE PLUME ON LNDG; AND VISUAL INSPECTION BY RAMP PERSONNEL AND AIRLINE MAINT. NORMAL TAXI AND TKOF. NORMAL APCH AND LNDG. CAPT LNDG. UPON CLEARING RWY; TWR RPTED SMOKE ON R SIDE ON TOUCHDOWN. ACFT STOPPED ON TXWY. REQUESTED TWR OBSERVATION AND ON-SCENE GND RESPONSE. TWR STATED THAT THERE WAS ONLY AN INITIAL PLUME UPON LNDG AND NOTHING THEREAFTER. RAMP VEHICLE STATED THAT THE REAR R (#8) TIRE WAS DAMAGED; BUT INTACT. SATISFIED THAT NO DANGER EXISTED; CAPT ADVISED THE FLT ATTENDANTS AND MADE A PA TO REMAIN SEATED. SHORTLY THEREAFTER; AIRLINE MAINT ARRIVED; EXAMINED THE ACFT AND DECLARED SAFE TO TAXI TO THE GATE. RAMP FOUND NO DEBRIS ON THE RWY. DURING TAXI; TWR RPTED THE DAMAGED WHEEL WAS ROTATING; AND LOCKING UP REPEATEDLY; WHICH I FELT DURING THE SLOW TAXI. AT THE GATE; THE MECH IMMEDIATELY ASKED IF THERE WERE ANY COCKPIT WARNINGS. NO ANTI-SKID FAIL WARNINGS; NO BRAKE WARNINGS. CAPT EXAMINED THE TIRE; NOTICING A BASKETBALL SIZE SPOT; WHERE ALL THE TREAD WAS WORN AWAY; AND TIRE SPLIT OPEN. ON EITHER SIDE ON THIS SPOT; TREADS WERE NORMAL. IT APPEARS THAT THE TIRE MADE CONTACT ON THIS SPOT AND NEVER ROTATED.
