AN AIR CARRIER PILOT DESCRIBES BEING CONFUSED BY A PDC TEXTUAL CLEARANCE REVISION FROM RNO RUNWAY 16R USING THE RENO FOUR DEPARTURE RUNWAY 16L DEPARTURE PROCEDURE.

Narrative

THE PDC WE RECEIVED FROM RNO TO ZZZ INCLUDED A PREDEP ROUTING THAT DID NOT INCLUDE THE DEP BUT DID INCLUDE A NOTE TO FLY THE IRNO LOC S COURSE AFTER THE FILED FLT PLAN. NEITHER OF US HAD EXPERIENCED A PREDEP ROUTING THAT STARTED AFTER THE DEP AND THEN IN THE NOTES SECTION INSTRUCTED US TO BASICALLY FLY THE FILED DEP FOR THE OTHER RWY. THE NOTES SECTION DEP INSTRUCTIONS ARE EXACTLY THE SAME AS THE RENO4 FOR ACFT DEPARTING RWY 16L. ACFT DEPARTING RWY 16R ON THE RENO4 ARE INSTRUCTED TO FLY HDG 156 DEGS CLOCKWISE TO 171 DEG HDG AS ASSIGNED BY ATC. WE DEPARTED FROM RWY 16R AND TRACKED THE LOC S COURSE AS ASSIGNED. WE ASKED GND CTL FOR CLARIFICATION AS HE HAD THE STRIP FOR OUR FLT AND RECEIVED A FULL RTE CLRNC TO FLY THE RENO4 FOR VECTORS TO FMG THEN AS FILED WHICH IS DIFFERENT THAN THE NOTES SECTION OF THE PDC. IF NORMAL PROCS FOR RNO ARE TO FLY THE IRNO S COURSE FOR RWY 16R DEPS; THEN CHANGE THE COMMERCIAL CHART DEP PLATE TO MIRROR THE NORMAL PROCS. I ALSO QUESTION THE NEED FOR THIS PREDEP ROUTING AS THE ENTIRE FLT IS WITHIN THE SECTOR BOUNDARY. THE PREDEP ROUTING FOR THIS FLT SHOULD BE ELIMINATED AND ONLY THE NOTES SECTION INSTRUCTIONS SHOULD BE ADDED IF ATC DESIRES THE FLT TO TRACK THE LOC S COURSE UNTIL THE DEP IS CHANGED.
