TWO SMALL AIRCRAFT HAD A NMAC AS ONE AIRCRAFT DEPARTED ADM WHILE ANOTHER WAS ON FINAL IN OPPOSITE DIRECTION.
Narrative
I WAS CLRED TO TAKE OFF RWY 35; WITH ATIS INFO; FOR A 4-HAND TURNOUT TO THE SSE. AS I TAXIED INTO POSITION; I HEARD THE ARDMORE TWR CLR ANOTHER ACFT TO LAND; BUT DO NOT RECALL AT THIS TIME IF A RWY WAS ASSOCIATED WITH THAT OVERHEARD CLRNC. STILL WHILE ALIGNING MY ACFT WITH RWY 35 CTRLINE; I SCANNED DEP END AND OUT TO THE HORIZON FOR A PREVIOUS ACFT TAKING OFF AHEAD OF ME. (HE WAS A PLT AND ACFT KNOWN BY ME; AND WAS ALREADY WELL CLEAR OF MY DEP PATH; TO THE E.) AT THIS TIME; I NOTICED A SECOND ACFT; WBOUND; CLOSE IN TO THE DEP END OF RWY 35 (E.G.; ON BASE LEG FOR RWY 17). I COMMENCED MY TKOF ROLL AND BECAME AIRBORNE QUICKLY; STILL WATCHING TFC ON BASE TO RWY 17. WHEN THAT ACFT TURNED TOWARDS THE RWY (EG; TURNED FINAL RWY 17); I WAS AT ABOUT 1/2 WAY DOWN RWY 35. AT ABOUT 200 FT AGL; AS SOON AS I ASCERTAINED THAT ACFT WAS LNDG OPPOSITE ME; I SIMULTANEOUSLY TOOK EXTREME EVASIVE ACTION BY BANKING SEVERELY TO THE R; AND DSNDING SLIGHTLY. ALSO; I ASKED THE TWR IF HE KNEW HE HAD TFC VERY SHORT FINAL ON RWY 17. TWR RESPONDED WITH SOMETHING LIKE 'ACFT ON FINAL TO RWY 17; TURN IMMEDIATE L.' I THEN RESPONDED TO TWR WITH 'TURN HIM R; TURN HIM R.' THE ACFT CONTINUED TO TURN L. WE DID NOT HIT -- BARELY! MY OPINION ON THIS INCIDENT: 3 THINGS HAPPENED THAT SHOULD NOT HAVE -- 1) THE PLT WAS TELLING THE TWR INCORRECT INFO ON THE ACFT'S LOCATION; MEANING THE PLT WAS VERY CONFUSED AS TO: A) WHAT DIRECTION HE WAS FLYING; B) WHAT RWY HE WAS CLRED FOR; AND 3) MAYBE; WHERE HE WAS; ARPT-WISE. 2) THE TWR DIDN'T KNOW WHERE THE ACFT WAS; YET CLRED HIM TO LAND; WHILE I WAS JUST TAKING THE ACTIVE. 3)AFTER THE THREAT WAS BEING ADDRESSED; WHILE I INITIATED R-HAND AVOIDANCE MANEUVERS; THE TWR INSTRUCTED THE ACFT TO TURN L; WHICH HE DID DUTIFULLY -- RIGHT INTO MY IMMEDIATE FLT PATH! HAD I NOT AGGRESSIVELY MANEUVERED AND DSNDED; I MOST LIKELY WOULD NOT BE WRITING THIS.
