Narrative
ON DESCENT INTO RSW CLEARED SHFTY 1 ARRIVAL FOR RWY 24. NOTAM AND ATIS STATED; 'LANDING RWY 24 FROM OVER LBV VIA 190 DEG HEADING.' I BELIEVE THIS IS AN INCORRECTLY WORDED NOTAM. I WAS CONFUSED; SO UPON INITIAL CONTACT WITH RSW APCH CONTROL I ASKED APCH WHAT THEY WANTED US TO DO AFTER MOEMO INTERSECTION. INSTEAD OF ISSUING INSTRUCTIONS TO US; WE RECEIVED A SERIES OF QUESTIONS ABOUT WHETHER WE HAD THE ATIS AND NOTAMS. THIS CREATED AN UNSAFE SITUATION; BECAUSE WE HAD ALREADY STATED A REQUEST FOR INSTRUCTIONS DUE TO OUR UNCERTAINTY. FINALLY APCH ISSUED A CLEARANCE DIRECT LA BELLE AND THEN A 190 HDG; THEN ISSUED A 190 HDG. WE EXPLAINED OUR CONFUSION AND WERE TOLD TO CONTACT APCH ON GND VIA PHONE. NO CONFLICT RESULTED. THE SUPVR AT APCH CONTROL STATED THAT THEY HAD A LOT OF PROBLEMS WITH THIS NOTAM. I INFORMED HIM THAT I THOUGHT THE NOTAM WAS AT THE MOST INCORRECTLY WORDED AND AT THE LEAST CONFUSING. I BELIEVE THE NOTAM IS INCORRECTLY STATED. IF YOU ARE CLEARED THE SHIFTY 1 RWY 24; THEN THE LA BELLE FIX IS NOT ON THE ARRIVAL. BOTH PER CHART AND FMC; THE ARRIVAL ENDS AT MOEMO WITH A 220 DEG HEADING! THE FAA SHOULD CHANGE THE NOTAM AND ATIS TO READ; 'SHIFTY ONE ARRIVAL RNAV AMEND AS FOLLOWS LANDING RSW RWY 24: FROM OVER MOEMO PROCEED DIRECT LA BELLE THEN VIA A 190 DEG HEADING.'
