REPORTER TAKES EXCEPTION TO MANAGEMENT DIRECTIVE REGARDING DEICING OF FAN BLADES.

Narrative

THE CHIEF PILOT ISSUED A BULLETIN TO CREWS TO NOT MAKE A MAINTENANCE LOGBOOK ENTRY FOR FAN DEICING ON THE ENGINES. THE CREW IS REQUIRED TO CALL MAINTENANCE CONTROL TO RESOLVE THE FAN ICING AND IN EVERY OTHER CASE WE ARE TOLD TO MAKE AN ENTRY IF WE HAVE A DISCREPANCY. I WAS TOLD BY MANAGEMENT THAT 'THIS IS A DEICE ISSUE AND MAINTENANCE CONTACTS THE DEICE COORDINATOR SO IT'S NOT A MAINTENANCE ISSUE.' PROBLEM IS; IF THIS IS A DEICE ISSUE THEN WHY DO WE NOT HAVE A DEICE PROCEDURE FOR IT? I GET A DOCUMENT NOTING THAT MY AIRPLANE WAS PRE-DEICED; I GET INFORMATION THAT IS LOGGED AFTER A DEICE; I HAVE A POLICY FOR THE ENTIRE DEICE PROCEDURE EXCEPT FOR THIS. WHAT IS TO PREVENT SOME OTHER PROCEDURE FROM BEING USED IF DEICING EQUIPMENT IS OUT OF SERVICE FOR FAN BLADE DEICING? COULD THEY USE THE EXHAUST OF A LAWN MOWER INSTEAD? I AM NOT TRYING TO BE SARCASTIC; I AM TRYING TO MAKE A POINT THAT WE HAVE IN THE PAST HAD A HISTORY OF GETTING CREATIVE AND USING VODKA TO DEICE AN AIRPLANE AND IT GOT US IN TROUBLE. I FEEL WE NEED A SET POLICY WITH SET STANDARDS OR ELSE I NEED TO PUT IT IN THE LOGBOOK SO AS TO HAVE A RECORD OF WHAT WAS DONE.
