DISTRAUGHT PASSENGER APPARENTLY UNDER INFLUENCE OF ALCOHOL ATTACKED PLT OF SMT.
Narrative
ACFT WHILE ON FINAL APCH SEGMENT AND AFTER ENCOUNTERING SEVERE WINDSHEAR/WAKE TURBULENCE; PASSENGER ON BOARD BECAME VISIBLY IRRITATED AND STARTED BEING INCOHERENT USING PROFANITIES AT THE PLT. THE REFERRED INDIVIDUAL ALONG WITH A COMPANION WAS PLACED ON SEAT #5 (2 ROWS BEHIND PLT'S SEAT) WITH A WARNING TO FASTEN HIS SEATBELT AND REMAIN SEATED THROUGHOUT THE FLIGHT. THIS INDIVIDUAL WAS A MEMBER OF THE PARTY FIVE OF BOARDING THE ACFT. THE REFERRED INDIVIDUAL JUMPED FORWARD; UPSET BY THE UNUSUAL ABRUPT PITCH ATTITUDE OF THE ACFT; AND TRIED TO ATTACK THE PLT. WHAT FOLLOWED WAS A STRUGGLE WITH SOME OF HIS COMPANIONS THAT WERE TRYING TO SUBDUE HIM. BEING IN SUCH A CRITICAL THREATENING SITUATION AND ON FINAL APCH FOR LANDING; THE PLT DECLARED AN EMER CALLING FOR THE SECURITY SUPPORT AT THE ARPT. BEFORE BOARDING; PLT WAS UNABLE TO DETERMINE THE INDIVIDUAL CONDITIONS. PLT NOT BEING AN EXPERT IN INTOXICATION BEHAVIOR COULD NOT ESTABLISH CRITERIA FOR GO-NO-GO SITUATION. THE REFERRED INDIVIDUAL APPEARED TO HAVE CONSUMED ALCOHOL BEVERAGES. THE CONTRIBUTING FACTOR TO THIS INCIDENT RESTS ONLY WITH THE FACT THAT REFERRED INDIVIDUAL WAS UNDER ALCOHOL INTOXICATION. I SUGGEST CREWMEMBERS AND GND CREWS WORK TOGETHER TO DETERMINE BOARDING FOR SUCH PASSENGERS. THE PLACE AND TIME FOR DENYING BOARDING SHOULD BE MADE AT THE TICKET COUNTERS; INSIDE THE ARPT PREMISES; AND NOT ON THE RAMP; BY THE AIRPLANE.
