A medium transport jet landed at JHW with NIL braking action after weather and NOTAM reports indicated light snow and only patchy snow and ice.
Narrative
Captain and I discussed the weather in JHW due to the snow in the East. The weather we received showed that it was going to snow very early in the East. The weather we received showed that it was going to snow very early in the morning; and the NOTAM just showed light; thin; patchy snow and ice. There was no indication that the runway was ice covered and braking action was nil. The runway was 5;299 FT long. We touched down and landed at the first 400 or 500 FT of the runway. At touchdown; I immediately applied the brakes and the spoilers were deployed by the Captain. At touchdown; I immediately applied the brakes and the spoilers were deployed by the Captain. The plane started to skid; I told the Captain and he took over the aircraft. We were at 1/2 way or so of the runway. We slid into a snow bank at the end of the runway. We then proceeded to make a right turn and to taxi out to the ramp. We called Center and reported that the braking action was nil; and to divert our other aircraft that was coming in. As we got to the ramp; we got out and the entire ramp was covered in ice. Later that evening the Airport Maintenance came out and put sand on the runway; but no braking action was reported. The only report was of thin; patchy; snow and ice. When Airport Maintenance put sand down on the runway; why were the conditions not reported? I think that there should have been a method of reporting airport conditions and braking actions regardless if it is an uncontrolled airport. The report that we received called for light; thin; patchy snow and ice. In my professional opinion; this misfortune would have been avoided had the airport conditions been accurately reported and the drag chute had operated properly.
