A pilot of an experimental light aircraft experienced an NMAC on short final to GVQ when a low wing light aircraft passed him 20 FT overhead.
Narrative
I was doing a practice (visual; not with a safety pilot) GVQ ILS 28 approach in my low wing aircraft. I announced my position at 8 miles out and again at the OM (4 miles) and again on short final. I monitored the CTAF and knew there were other aircraft in the pattern; but I did not hear or see any conflicting traffic. At approximately 200 FT AGL; a low wing aircraft passed about 20 FT above me and proceeded to land in front of me. I turned to the right and paralleled the runway as I initiated a go around. I asked the landing traffic if he knew he almost hit me; but there was no response. I then radioed that he only missed me by 20 FT; to which he responded that I had cut him off. Although I had my landing lights on and strobes on; I don't think he ever saw me and I certainly didn't see him until he passed above me. At the time; my airspeed was 65 KTS and I'm guessing he was doing about 75-80 KTS. I understand that VFR pattern traffic may not understand IFR procedures and I yield to them if I perceive any conflict but; as stated earlier; I didn't see a conflict nor did I hear any position announcement that might suggest there was a conflict.
