PLT ON GND OBSERVED A WDB; INBOUND TO SFO; AT A LOCATION AND ALT THAT HE THOUGHT WOULD PUT THE ACFT BELOW THE TCA.

Narrative

PAO WEATHER; INDEFINITE OBSCURED; 1 1/2; FOG - SVFR AT SURFACE BUT AT 1000; VISIBILITY WAS 10 PLUS; GOOD VFR; BUT WHEN PAO IS NOT VFR (AT THE SURFACE); BAY TAKES THE AIRSPACE DOWN TO 2000'; AND VECTORED A WDB THROUGH VFR AIRSPACE UNDER TCA. KEEP THEM TURKEYS WHERE THEY BELONG. MIDAIR; WAKE HAZARD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFORMATION: REPORTER IS COMM; INSTRUMENT; CFI AND IS CONCERNED THAT LARGE ACFT ARE VECTORED OVER A VFR ARPT AT LOW ALT. REPORTER ASCERTAINED THE ALT OF THE WDB OVER THE ARPT BY VISUAL ESTIMATE. REPORTER FELT POSSIBILITY EXISTED THAT ACFT WAS IN AREA # OF TCA. THE TRACK OF THE WDB WAS NBOUND WHICH IS CONSISTENT WITH THE KNOWN FLOW DIRECTIONS OF BAY'S TFC SE OF THE ARPT. REPORTER WAS SATISFIED THAT IF THE ACFT WAS REALLY BELOW THE TCA IT WAS AN ISOLATED INCIDENT AND WILL NOT BE A REGULAR HAPPENING. REPORTER STATED THAT HE IS AN AVID PROPONENT OF ELIMINATING ARSA'S; TRSA'S AND MODIFYING TCA'S TO CREATE NARROW DEP AND ARR CORRIDORS; THUS FREEING UP LARGE AMOUNTS OF AIRSPACE FOR THE USE OF GA ACFT.
