Narrative
I was working with LBB Approach inspecting a pipeline running west to east on the north side of their Class C airspace. I had to run a short line to north side of this present line. I had only run this pipe once; 6 months earlier so I wasn't entirely familiar with it. Approach asked me how much longer until I turned back to the south. I said I could start the turn right then and was approved. I started a turn to the west to avoid the strong west winds blowing me way off course. Neither my sectional or current GPS unit showed any towers in that area. As I came around the turn there it was. I had enough vertical clearance so I didn't take any evasive action; however the wind pushed my track right over the top; which I didn't expect. Poor clearing before I started my turn caused this whole problem; trying to accommodate Approach without looking first created a hazard that I should know better than to let happen. My chart and GPS have been marked to prevent this tower from sneaking up on me again; and I will always clear the area before I start a turn in the future.

The reporter clarified the height and location of the cell phone tower in question. The tower is about 200 FT AGL or 3600 FT MSL and located just to the right of the LBB LOC 17R and a half mile outside the POLLO NDB.
