SMA LANDED ON CLOSED PART OF RWY WHILE MEN AND EQUIPMENT ALSO OCCUPIED THAT PART OF RWY PRIOR TO DISPLACED THRESHOLD. FAC CLASSIFIED AS OPERATIONAL ERROR.

Narrative

I WAS THE CTLR WORKING MGM APCH CTL. I ACCEPTED A HDOF ON SMA X; AN OVERFLT. SUBSEQUENTLY; THE PREVIOUS SECTOR CALLED AND ADVISED HE WOULD BE LNDG MGM RATHER THAN OVERFLYING. A MINUTE OR SO LATER THE PLT ASKED IF I WAS AWARE THAT HE WOULD BE LNDG RATHER THAN OVERFLYING. I SAID I WAS; AND ISSUED THE WIND AND ALTIMETER AND SAID EXPECT VECTORS TO RWY 27 ILS. THE APCH END OF RWY WAS CLOSED DUE TO CONSTRUCTION; AND THIS INFO WAS ON THE ATIS AS WELL AS THE APPROPRIATE NOTAMS ISSUED. THE PLT SUBSEQUENTLY LANDED ON THE CLOSED PORTION OF THE RWY; SHORT OF THE THRESHOLD. THE ATIS FREQ HAD BEEN CHANGED APPROX 6-9 MONTHS PRIOR TO THIS. TFC IN THE SECTOR WAS MODERATE TO HEAVY AT THE TIME. IT WAS DAYLIGHT; VFR; VIS 5+ MI. THE CLOSED PORTION WAS CLEARLY MARKED WITH WHITE X'S; AND NEW THRESHOLD LINE WAS DRAWN ON THE RWY. VEHICLES WERE DRIVING ABOUT ON THE CLOSED PORTION. THE PLT ADMITTED HE HAD THE OLD ATIS FREQ ON HIS CHARTS. NO DAMAGE WAS DONE TO THE ACFT. I (THE CTLR) WAS CREDITED WITH A SYSTEMS ERROR.
