FAI Controller expressed concern regarding the planned use of TIPH procedures during construction project; claiming additional training should have been provided considering the lack of prior controller exposure to the TIPH procedure.
Narrative
To help traffic flow on FAI's temporary air carrier runway; FAI controllers will be able to use taxi into position and hold (TIPH) procedures for the first time since 2005. This will occur during the major reconstruction of FAI's current air carrier runway. TIPH will only be used on the temporary surface and not on any of the other 3 landing surfaces. I anticipate TIPH being needed on the GA surfaces as well. FAI has several CPC controllers that have never used TIPH; others that haven't used it at this facility; and the rest that haven't used it since 2005. Many more rules apply now as compared to when the facility stopped using TIPH in 2005. I believe unsafe situations will occur due to controller's learning/relearning to use TIPH. To date controllers have been given a verbal overview of the requirements of using TIPH at FAI. Controllers should have received more intensive training and be working on proficiency now; prior to the chaos of construction. Use of the temporary runway will begin this week.
