COMMUTER LTT UNAUTH LNDG FROM IAP ILS APCH.

Narrative

IN 3/88; ILS APCH INTO WILMINGTON; NC; RWY 34. CONDITIONS--LIGHT TURB; RAIN; FOG DOWN TO 300-400' AGL. CAPT IS FLYING AND I AM WORKING RADIOS. THE LESS THAN PROFICIENT (I SHOULD SAY LESS THAN VERY PROFICIENT) CAPT I AM FLYING WITH IS QUITE NEW AND I HAVE MADE IT A POINT TO XCHK ALL HIS ACTIONS. I AM FLYING WITH A MARGINALLY SKILLED CAPT WHO HAS ONLY BEEN ON LINE FOR A WK AND HAS NOT HAD A MISTAKE FREE FLT YET. MY COMPANY PURPOSELY PLACED ME WITH THIS CAPT BECAUSE I AM AN EXPERIENCED F/O. BECAUSE I HAVE SEEN THIS CAPT MAKE QUITE A FEW MISTAKES; I WATCH HIM CAREFULLY. WE WERE SHOOTING AN ILS (CAPT IS FLYING) INTO WILMINGTON IN INSTRUMENT CONDITIONS (RWY 34). THE CAPT WAITS A BIT TOO LONG TO SLOW THE PLANE FOR G/S CAPTURE. APCH INSTRUCTS ME TO CALL TWR AND I BEGIN TO SWITCH OVER. BECAUSE THE PLANE IS A BIT FAST AND WE ARE ABOVE G/S; THE CAPT URGENTLY ASKS FOR GEAR AND FLAPS TO SLOW UP. I INTERRUPT CALLING TWR TO COMPLY. THE APCH IS SHOT SAFELY; BUT NOT ESPECIALLY SKILLFULLY; AND I CONTINUE TO MONITOR THE CAPT'S ACTIONS TO XCHK AND BE SAFE. IN CONCENTRATING ON THE APCH AND PERFORMING NON FLYING DUTIES; I DO NOT HAVE A CHANCE TO CALL TWR FOR CLRNC TO LAND. I CALLED THEM ON THE GND (ROLLOUT).
