ACR FAILED TO COMPLY WITH FAA RESTRICTIONS FOR FUELING ACFT WITH PASSENGERS ONBOARD.
Narrative
THE FLT WAS ORIGINALLY SCHEDULED ATL-LAS; DUE TO GROSS WT LIMITATION A FUEL STOP AT OKC WAS PLANNED. ON ARR AT OKC WE WERE DOUBLE PARKED ON A DARK RAMP ALL JETWAYS BEING OCCUPIED. OUR OPS MANUAL PERMITS FUELING AN ACFT WITH PAX ON BOARD PROVIDED: CABIN DOORS ARE OPEN AND STAIRS OR JETWAYS ARE IN PLACE! THROUGH THE FLT DECK WINDOW I ADVISED THE COMPANY AGENT NOT TO LET THE FUEL VENDORS PERSONNEL HOOK UP THE FUEL TRUCK UNTIL FORWARD PAX DOOR STAIRS WERE IN PLACE. PLEASE NOTE THAT AT THIS TIME THE AFT AIRSTAIRS WERE LOWERED FROM AN EXTERNAL PANEL. AFTER A FEW MINS THE AGENT ADVISED ME THAT STEPS WERE NOT AVAILABLE; AND SHORTLY THEREAFTER DROVE UP TO THE FORWARD PAX DOOR WITH A BELT LOADER! I EXPLAINED THIS EQUIP DID NOT SATISFY OUR REQUIREMENTS. AFTER ABOUT 15 MINS THE AGENT RETURNED WITH TRUCK MOUNTED STAIRS FOR A WDB ACFT. THESE STAIRS COULD NOT BE LOWERED TO THE THRESHOLD OF OUR FORWARD PAX DOOR. THESE STAIRS WERE DRIVEN AWAY AND BELT LOADER RETURNED. MANY PAX WERE STANDING AROUND AND UNDERSTOOD THE NEED FOR STAIRS OR A JETWAY. ABOUT THIS TIME IT WAS BROUGHT TO MY ATTN THAT FUELING HAD COMMENCED AND BY THE TIME THE F/E MADE HIS WAY THROUGH THE CROWDED ACFT TO DEPLANE BY THE AFT STAIRS; THE ACFT HAD BEEN LOADED TO WITHIN 2000# OF REQUESTED FUEL ANYWAY! WE HAD LITTLE CHOICE BUT TO CONTINUE THE FLT.
