CLOSE PROX ACR MLG HOLDING ON RWY AND COMPANY MLG ON LNDG APCH. LNDG ACFT MADE GO AROUND WHEN FLT CREW SAW THE TFC ON THE RWY.

Narrative

WHILE AWAITING TKOF CLRNC AT THE APPROACH END OF RWY 35L DFW; I ADVISED TWR. WE WERE READY FOR TKOF. THE REPLY WAS POSITION AND HOLD 35L; TO WHICH I READ BACK COMPANY CALL SIGN AND FLT NUMBER 'POSITION AND HOLD 35 L'. AFTER COMPLETING THE FINAL COCKPIT CHECKS WE STOPPED IN POSITION AND SAW THE ACFT THAT HAD LANDED PREVIOUSLY CLEAR THE RWY DOWNFIELD. AFTER APPROX 2 MIN IN POSITION WE BEGAN TO WONDER ABOUT THE DELAY; AND BEFORE WE COULD CALL TWR; A COMPANY FLT ON FINAL TO 35L CALLED TWR TO ADVISE HE WAS GOING AROUND DUE TO AN ACFT ON THE RWY. TWR THEN QUESTIONED WHO WAS IN POSITION ON 35L; TO WHICH WE READ BACK OUR COMPANY CALL SIGN. THERE WAS SILENCE ON THE FREQ FOR ABOUT 1 MIN AT WHICH TIME WE WERE CLRED FOR TKOF AND PROCEEDED NORMALLY. SUPPLEMENTAL INFORMATION FROM ACN 83598: AFTER A 3 - 4 MINUTE DELAY WE HEARD AN ACFT SAY 'THERE IS AN ACFT ON THE RWY; WE'RE GOING AROUND'. WE DID NOT HEAR HIM CLRED TO LAND ON 35L DURING THE TIME WE SAT ON THE RWY; SO THE TWR MUST HAVE CLRED HIM TO LAND FROM A LONG WAY OUT. I BELIEVE THE MAJOR CONTRIBUTING FACTOR WAS THE FACT THAT THE TWR CTLR WAS DEVIATING FROM NORMAL OPERATING ROUTINE BY ALLOWING ACFT TO LAND ON 35L VERSUS 35R DURING A PERIOD WHEN ACFT WERE WAITING FOR DEPARTURE. I ALSO BELIEVE WE ERRED BY NOT QUESTIONING TWR AS TO THE REASON FOR OUR EXTENDED HOLD IN POSITION FOR TKOF.
