Narrative
I am reporting what I think is an unsafe condition concerning taxiway markings and signage at the hold short line of Runway 13R at DAL. The mandatory hold short sign is at a completely different angle than the painted hold short line; making it very probable for a runway incursion to occur. At XA00; we were on final approach to 13R at DAL; when a taxiing B737 went past the painted hold short line but was most likely within the angle of the mandatory hold short sign. The signs and the taxiway markings seem to be in total conflict with AC 150-5340-18E figure 5. Airport operations are trying to make 1 angled mandatory hold short sign fit the needs for all of the different angles of the painted hold short line; which I think is a very unsafe situation. DAL airport operations have been notified and they think they are in compliance with the markings and signs. A view of the situation can be seen on Google Earth; where a picture will better describe the matter on the end of Runway 13R. Once again; from a professional pilot's opinion; this situation with the signage and taxiway markings on the end of Runway 13R at DAL; if left unchanged; will most likely lead to a runway incursion.
Second reporter narrative
The Captain was taxiing out to Runway 13R via Taxiway Charlie at DAL. Approaching the end of the runway; we were performing the Before Takeoff checklist. I was heads down reading the checklist. We completed the checklist and the Captain said; 'Uh-oh; looks like I may have gone over the line.' I called the Tower to inform them. There was an aircraft on final (at 3-4 miles) that was redirected to Runway 13L and landed without incident. We were well short of the actual runway surface; just past the line. We were given takeoff clearance shortly thereafter and departed without incident. The hold short line for 13R is set in an abnormal location well back from the runway. I was heads down during that end of the taxi and failed to notice the Captain going past it. He later stated that he remembers the line being in an unusual location; and was upset that he passed it probably due to the habit of normally approaching the runway to the same relative spot at most other locations.
NASA callback
The reporter stated that the hold sign for Runway 13R at Taxiway C is two thirds of the way through the turn and is perpendicular to the taxiway edge. This means that the sign is not in a position to be easily seen before crossing the hold line. Reporter suggested this sign should be moved back and another sign added at the west end of the hold line.
