A Lead Mechanic reports that Maintenance Work Cards are not created using a standard 'format' to ensure consistent use of terminology that matches their General Procedures Manual 'Definition of Inspection Terms as used in Manuals and Work Cards'.
Narrative
After reviewing General Procedures Manual (GPM); 'Definition of Inspection terms as used in XX carrier's Manuals and Work Cards;' it is clear that the terms and definitions detailed in this section do not match the terminology used in existing Work Cards and possibly other Manual references. For example; the Work Card for B767 ETOPS-1; Step 8; calls for a 'general walk around check.' Step 10 and 'A' and 'B'; calls for 'ground level visual check' and 'from the ground; visual check...' Work Card B767 ETOPS-2; step 2; is another example of the inconsistent use of the Check terminology when it states; 'Perform a general walk around of the aircraft from the ground...' These are all variations of the Check terminology called out and clearly defined in GPM. The Maintenance Work Cards are not created using a standard 'format' to ensure consistent use of terminology that matches GPM or other Manual guidance. If the GPM states and defines proper terminology; then the Work Cards need to be revised so that the approval terminology for the appropriate maintenance activity is consistent.

Reporter stated that during the winter months; many of their ETOPS aircraft were covered with snow and Mechanics were told to do 'Walk-Arounds' and were expected to sign-off the Walk-Around. Even when the entire upper wing surface and flight controls were thick with snow and Mechanics could not clearly determine the condition of those upper surfaces. Disagreements were common as to just what a Walk-Around check covered.Reporter stated the multiple differences in terminology stated in their Work cards and other Manuals; for the type of Check to be accomplished; especially for an ETOPS pre-departure Maintenance 'Walk-Around' Check; has driven their efforts to get Engineering to standardize all 'Check' terminology to fall under the 'Definitions' section of their General Procedures Manual (GPM). Reporter stated the issue of inconsistent terminology language in their Work Cards and some Manuals has been elevated to their Continuing Analysis and Surveillance System (CASS) Work Group of Managers and Engineers.
