An A319 flight crew noticed hot pack odor in the cockpit after takeoff. They declared an emergency and returned to land.

Narrative

On initial climbout; approximately 800 FT AGL; odor was detected in the cockpit. The odor rapidly increased in intensity and resembled that of gun powder; metallic fumes; and burning wiring insulation. Shortly thereafter; smoke became visible in the cockpit. Oxygen masks were donned and an emergency declared with a return to the departure runway for an overweight landing. Fire trucks were also requested. Level off occurred at approximately 2;000 FT AGL. Flight attendants were notified and reported that passengers in rows 7 and 8 were complaining and confirmed the aforementioned symptoms. They were provided with the test information and were instructed to prepare for an imminent landing. Total air time was minimal and the landing was accomplished uneventfully. On roll out; an air pack 1 overheat ECAM appeared and pack 1 was selected off. Fire personnel inspected the outside of the aircraft and reported that it appeared normal. Maintenance Control and Operations were consulted and it was decided to proceed to the gate for normal deplaning and maintenance inspection.
