Synopsis

Reports from the two pilots involved in a runway incursion incident and critical conflict at an uncontrolled airport.

Narrative

During a training flight practicing pattern procedures; Takeoffs/Landings including crosswind; we had decided to make a crosswind departure on Runway 26. There was one aircraft in the runup area for Runway 20. I stopped at the hold-short line and made a visual check for aircraft on approach and the aircraft doing his runup. Seeing no other aircraft; I made my departure call on unicom; pulled out to the centerline and started a standard crosswind takeoff. Maybe 900 FT into my takeoff roll I noticed an aircraft taxiing towards the run-up area for Runway 20. By the time I realized he was not going to stop at the runway intersection I was going too fast to abort and not hit him. I was able to lift off the ground and immediately move to the right side of the runway. I crossed over in front of him maybe 30 FT in the air and 30 FT in front. After finishing my training flight I heard that he had admitted to someone that he had been on another frequency; talking with ATC setting up an IFR flight. He did not listen for other aircraft using the uncontrolled airspace and he did not make a visual check before crossing the runway.

Second reporter narrative

I started my aircraft in parking and received clearance (IFR) and completed readback. Started taxiing to the departure runway which was the same as when I landed: 20/02. Turned onto the main taxiway and saw aircraft on run-up area of 20. Weather was overcast at 1600 FT MSL (1400 FT AGL) and visibility was >6 miles under the overcast. Started to cross the intersecting Runway 26/8 and then saw a C150 climbing at about 100 FT after departing Runway 26. I then applied my brakes; stopped and saw the C150 climb past above and in front of me. I then noticed I had not changed my radios back to the uncontrolled field's CTAF frequency so I did not hear the departing aircraft's call. Two corrective actions: 1) always double check crossing runways for conflicting traffic before crossing the hold short line. 2) Double check radios before starting to taxi.
