Synopsis

Two experienced pilots on a training flight crossed BIL Runway 28R hold short line because it had been moved and the pilot taxiing was not expecting it so far from the runway.

Narrative

We flew to BIL and commenced multiple instrument approaches. After our second ILS; we asked the Tower for a full stop landing and taxi back for takeoff. I; as previously briefed was the PIC; and he asked if I would act as pilot not flying in the right seat. As we cleared Runway 28R at BIL we stayed with the Tower and were cleared to Runway 28R. We exited at Taxiway Charlie; left on Taxiway Alpha to Runway 28R. I was head down running checklists and programming the Garmin 430 for the next RNAV Runway 22 approach to Laurel; then the Tower told us to hold short! This was as we went across (way across) the hold short line. Because we already crossed the hold short line; the Tower cleared us for takeoff and admonished us holding short. The hold short line for Runway 28R had been moved from its old position close to Runway 28R approach end earlier this summer. It now is near the edge of the run up pad nearly 100 yards from its old location. They relocated the hold short line to where the ILS critical hold short used to be. On other occasions; as pilot flying I have nearly taxied across the new hold short line in error. I have been on 3 different air carrier 121 flights that had to stomp on the breaks to avoid incurring the runway due to the location of the line. I talked to the Tower Supervisor after this and he said the line is in the wrong place but FAA airports division won't move it for 2 years. I know many runway incursions have happened at BIL due to the new position of the hold short line. I feel if I had not acted as second in command; while the pilot in control act as a single pilot; I would have been more observant and would have helped avoid this incursion. Also; with an experienced peer in the left seat; I also dropped my guard down and should have been acting more as a CFI.

Second reporter narrative

After landing from a practice approach and taxiing clear of the protected runway surface (probably at Taxiway c); aircraft received clearance to taxi to Runway 28R; on parallel taxiway ALPHA for area departure. While taxiing back for takeoff; the aircraft crossed the hold-short line; by perhaps the full length of the aircraft before the pilots recognized the need to bring the aircraft to a stop. The pilots brought the aircraft to a stop before tower advised 'be aware of that hold line for Runway 28R.' No other aircraft were on approach or taxiing or otherwise a factor.PIC (not flying) stated later; as primary factor he was momentarily distracted while preparing for departure and subsequent approach at a satellite airport. The hold short line appears to be depicted accurately on the airport surface. Other possible factors: hold short line had been recently moved west; perhaps 1000 FT from entry to the runway; possibly for upcoming construction. Subsequently the location of the hold short line is not standard or in a routine location. The location of the hold short line is coincident with and adjacent to; the end of a paved ramp area; not in a unique location. The-hold short line is labeled incorrectly 'ILS HOLD' on us Terminal Chart VOL1 p52. Previously that day; and regularly; the pilot at controls crossed a non-movement line and taxiway boundary lines. I suggest that pilots may become complacent in crossing such lines as they are all marked similarly.
