COMMUTER LTT WRONG ARPT LNDG.

Narrative

ON FIRST INSTRUMENT APCH WITH A NEW F/O; I LANDED AT WO3 WHICH IS 4+ MILES SHORT OF RWI (AND DIRECTLY BENEATH THE FINAL APCH COURSE OF THE ILS4 I WAS CONDUCTING). IT WAS IMPOSSIBLE TO CONDUCT A STANDARDIZED APCH BECAUSE THE F/O COULDN'T HEAR MY INSTRUCTIONS (OR CALLS FROM ATC) BECAUSE OF A POOR QUALITY HEADSET. WE BROKE OUT AT 1500' AGL PLUS OR MINUS; I PUT ON THE WINDSHIELD WIPERS; SAW RWY 4 (WHICH WAS ACTUALLY RWY 3 AT THE WRONG ARPT); TRANSITIONED TO THE VASI IMMEDIATELY AND LANDED. THE F/O'S DME WAS OUT; HIS FLT DIR WAS SHOWING A WRONG INDICATION EARLIER; MY GS WAS ERRATIC. I ASKED HIM TO PERFORM THE LNDG CHECKLIST; HE DIDN'T HEAR ME. HE DID TELL ME THAT WE HAD PASSED 'JAMBE' WHICH IS CO-LOCATED AT WO3; SO I HAD (BY THE F/O) CONFIRMED THAT 'JAMBE' WAS BEHIND US; AND THUS; WO3.BUT IT WAS IN FRONT OF US WE LANDED AT THE WRONG ARPT-WO3. I; THEN; CALLED DISPATCH. THEY DISPATCHED ME ON TO RWL; WHICH I DID. (DISPATCH SHOULD NOT HAVE DISPATCHED ME AND I SHOULD NOT HAVE ACCEPTED THE RELEASE; BUT I DID NOT KNOW IT AT THE TIME. SUPPLEMENTAL INFORMATION FROM ACN #87029: THIS WAS ONLY THE CAPT'S SECOND LNDG AT RWI. BOTH FIELDS WERE UNCONTROLLED AND LIGHTED WHICH COULD MAKE THIS SITUATION EASILY HAPPEN AGAIN. A PASSENGER STATED HE WAS A PRIVATE PLT FROM THAT AREA AND THIS HAPPENED AT THESE TWO ARPTS QUITE FREQUENTLY WITH OTHER PRIVATE PLTS.
