Synopsis

ZID Controller experienced airspace incursion event with traffic that was higher than normal and not given any mandatory crossing restrictions.

Narrative

Aircraft X check on frequency FL290 descending to FL240; aircraft was higher than normal; so could not issue normal crossing. Issued descent clearance to aircraft to 140 and ask for good rate down. Pointed aircraft out to Sector 22; and coordinated with CVG Approach descending to 140. SDF Approach called on shout line; went off line for coordination. When coordination was complete notice that Aircraft X flew a North heading off of FLM VOR and did not make normal turn for arrival; which in turn violated Sector 69. I immediately PVD'd to Sector 69 and coordinated. Switched Aircraft X to CVG Approach. Talked with CVG Approach after situation occurred and CVG said Aircraft X was issued FLM..DAY but I did not issue that clearance only the descent clearance. Aircraft X flight plan read FLM KEKEE STAR to DAY. Recommendation; I would have issued the crossing clearance to Aircraft X which was a fix located on the STAR and ask him if he could not make the crossing to advise; which would have alerted the aircraft and I that something was incorrect in the flight plan.
