ALLEDGED PENETRATION OF THE TCA.

Narrative

APPROX XA:30 AM; MAY; 1988; WE DEPARTED SENECA; ILLINOIS; PRAIRIE VIEW ARPT; FOR GLENVIEW NAVAL AIR STATION (N.B.U). THIS WAS A RETURN FLT TO GLENVIEW FROM WHICH WE HAD DEPARTED EARLIER THE SAME MORNING. OUR FLT PLAN TOOK US NORTH OVER PLANO; ILLINOIS AND THEN NE TOWARD ELGIN; STAYING WEST OF DU PAGE ARPT AND THE FOX RIVER. SOUTH OF ELGIN WE HEADED DIRECTLY FOR THE NBOUND VOR (NBU) AND THEN SE TO GLENVIEW NAVAL AIR STATION. ON CONTACTING PALWANHEE TWR; FOR PERMISSION TO PASS THROUGH THEIR AREA AND GLENVIEW TWR FOR LNDG; WE WERE TOLD THAT THEY HAD BEEN NOTIFIED BY O'HARE THAT WE HAD ENTERED THE NORTHWEST CORNER OF THE T.C.A. WE DO NOT THINK THAT WE DID. THE PLTS IN OUR ACFT ARE EXPERIENCED; FAMILIAR WITH THE AREA AND KEENLY AWARE OF THE T.C.A. WE CONSTANTLY MONITORED THE PROGRESS OF THIS 36 MINUTE FLT TO MAKE SURE WE STAYED CLEAR OF THE T.C.A. SUPPLEMENTAL INFORMATION FROM ACN #87152: SINCE I WAS HANDLING THE COMMUNICATIONS; I REPORTED 2900'. THAT STATEMENT IS NOT EXACTLY TRUE DEPENDING ON WHICH POINT IN OUR ROUTE IS IN QUESTION. EVEN THOUGH MOST OF THE TIME IT WAS 2900' TO REMAIN UNDER THE TCA FLOOR; HE DID DESCEND TO 1700' APCHING NORTHBROOK.
