Narrative
WE WERE CLRED FOR VISUAL APCH ABEAM IN A NON RADAR ENVIRONMENT TALKING TO MEDFORD APCH. NO PASSENGERS WERE ON BOARD. FLAPS; LNDG GEAR AND SPEED BRAKES WERE USED TO GET DOWN. ALTHOUGH I DO NOT KNOW HOW CLOSE WE CAME TO BE SMT Y ITS PLT WAS UPSET AND ASKED THE TWR IF WE WERE ADVISED OF HIS PRESENCE. THE ANSWER WAS NO AND HE COULD CALL VIA LANDLINE. THE FIRST WE KNEW TFC WAS IN OUR VICINITY WAS A REQUEST FOR A 360 DEG WAS REFUSED. A CONTRIBUTING FACTOR WAS A MISSED 6000' CALL THAT MY ACFT MISSED. THUS APCH DIDN'T SEND US TO TWR SOONER AND MAY HAVE NEGLECTED TO ADVISE OF THE TFC. WHY WAS THE 6000' CALL MISSED. THE COPLT WAS THINKING 6 MILES. THE COPLT HAD BEEN PREOCCUPIED WITH PAPER WORK AND HAD BEEN LATE IN GETTING THE ATIS. THE TRIP WAS AN EMER RESPONSE TO THE MANUFACTURING PLANT EXPLOSION EARLIER AND WAS A LAST MINUTE DISPATCH. ATC DIDN'T KEEP US ADVISED OF KNOWN LOCAL TFC. I DON'T KNOW IF THIS WAS POSSIBLE FOR APCH CTL TO DO. I SUSPECT THE SMT Y WAS VFR TRYING TO AVOID IFR ATC DELAYS AND THUS NOT PROTECTED BY IFR SEPARATION. I ALSO SUSPECT THREE MISTAKES AND/OR ERRORS IN JUDGEMENT BY THREE PARTIES CAME AT THE SAME TIME.
