Narrative
FGT X WAS SEQUENCED FOR A VISUAL APCH TO LAND ON RWY 21 AT COLORADO SPRINGS MUNICIPAL ARPT. FGT Y SEQUENCED IN TRAIL FOR A VISUAL APCH TO LAND ON RWY 21. FGT X CALLED THE LOCAL CTLR AND REPORTED ON A 5 MILE FINAL TO RWY 21. THE LOCAL CTLR CLRED FGT X TO LAND AND ISSUED THE WINDS. FGT X ASKED FOR THE INITIAL ALT. THE LOCAL CTLR ASKED FGT X IF HE WANTED TO GO TO THE OVERHEAD PATTERN. FGT X SAID YES. THE LOCAL CTLR GAVE THE INITIAL ALT AND INSTRUCTIONS TO BREAK LEFT AT THE DEP END OF THE RWY. THE LOCAL CTLR THEN INSTRUCTED FGT Y TO ENTER INITIAL AT 7700 MSL AND TO BREAK LEFT AT THE DEP END OF THE RWY. FGT X BROKE LEFT AND THE LOCAL CTLR CLRED HIM TO LAND RWY 21 AND ISSUED THE WINDS. FGT X ACKNOWLEDGED THE CLRNC. FGT X TURNED FINAL AND ON SHORT FINAL TOLD THE LOCAL CTLR HE WAS ON THE GO. BOTH ACFT THEN ENTERED LEFT DOWNWIND THE FGT Y ON THE BREAK; THE FGT X ON HIS GO ROUND. THERE WAS NO SYSTEM ERROR BECAUSE OF THE DEFINITION OF VISUAL SEPARATION APPLIED BY THE LOCAL CTLR; BUT THE FAILURE OF THE FGT X TO FOLLOW ATC INSTRUCTIONS LED TO BOTH ACFT BEING IN CLOSE PROX TO EACH OTHER AND TO THE DISRUPTION OF THE TFC PATTERN AND THE APCH SEQUENCES FOR OTHER ARRIVING ACFT.
