NMAC INSIDE TCA WITH ACR-LGT AFTER SMA MADE ERRONEOUS PENETRATION OF TCA.

Synopsis

NMAC INSIDE TCA WITH ACR-LGT AFTER SMA MADE ERRONEOUS PENETRATION OF TCA.

Narrative

FLT BEGAN AT ADDISON ARPT NE OF DFW (11 MI). I DEPARTED NW CLBING TO 2600' MSL TO GARZA-LITTLE ELM DAM; THEN SW (225 DEGS) AT 2600' MSL. I WAS INADVERTENTLY USING A VFR SECTION CHART TCA DEPICTION THAT EXPIRED 6/86. IT SHOWED THE FLOOR OF THE TCA RISING TO 5000' MSL W OF THE W END OF GRAPEVINE LAKE. THE ACTUAL TCA (PRESENT CONFIGN) HAS A FLOOR REMAINING AT 3000' MSL OUT OF 15 NM FROM DFW. AT THE W END OF GRAPEVINE LAKE I BEGAN TO ASCEND. ONE MI SW OF AERO VALLEY ARPT I SCANNED RIGHT AND SAW AN LGT DSNDING AT 1 O'CLOCK APPROX 1/2 MI DOWN RANGE AND APPROX 200' ABOVE ME (MY ALT AT THIS POINT WAS 3900' MSL). UPON SIGHTING THE LGT I BANKED S (L) AND DSNDED. THE LGT DID NOT CHANGE ITS PATH (DIRECT COURSE TO SE RWY AT DFW) OR DSCNT RATE. THE JET PASSED OFF MY R WING AT APPROX 300' (HORIZ DISTANCE) AND MY SAME ALT. I IMMEDIATELY CONTACTED THE TWR AT ADDISON (121.1) AND INQUIRED AS TO THE ALT OF THE TCA FLOOR IN THIS VICINITY. AFTER I INDICATED THAT MY CHART SHOWED 5000' MSL; THE CTLR ADVISED ME AS TO THE 3000' ACTUAL FLOOR ELEVATION. REVIEW OF MY CHART MARGIN SHOWED A 1986 EXPIRATION. BY THIS TIME I HAD DSNDED AGAIN TO 2600' MSL. PRIMARY CAUSES: I WAS NOT CAREFUL TO DOUBLECHK THE CHART EXPIRATION AND WAS UNFAMILIAR WITH THE RECENT CHANGES IN DFW TCA. I SUGGEST THAT EXPIRATION DATES FOR VFR CHARTS BE PLACED IN LARGE PRINT ON THE FRONT MARGIN IN SEVERAL PLACES RATHER THAN IN SMALL PRINT ON THE EDGE. THIS WOULD PREVENT ERROR SUCH AS MINE. I ALSO ADVISE ALL PLTS TO DISCARD OLD CHARTS RATHER THAN CARRY THEM INTO THE PLANE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: PLT SAID HE DOES USUALLY USE CURRENT CHARTS. PICKED UP THE OLD ONE BY MISTAKE. NO FAA FOLLOW UP. SUGGESTED NOTAM WHEN CONFIGN CHANGED. THERE PROBABLY WAS ONE; HE MISSED THAT TOO.
