Narrative
A PVT PLT (SEL) AND MYSELF (CFI) FILED VFR FROM WRIGHT-PATTERSON AFB TO MIE FOR A CROSS COUNTRY NAV CHKOUT AND DINNER. 5 NM E OF MIE WE CALLED TWR AND WERE DIRECTED TO 'RPT 3 MI LEFT BASE FOR RWY 20.' WE STARTED A DSCNT FROM 2500' MSL TO TPA OF 1937' MSL. AT 3.5 NM E OF MUNCIE I NOTICED AN LTT Y APCHING FROM OUR LEFT; APPROX AT THE SAME ALT (2100'). I TOOK THE CTLS AND ROLLED INTO A DSNDING 60 DEG BANK RIGHT HAND TURN. AFTER COMPLETING A 360 DEG TURN AND ROLLING OUT WE HEARD THE LTT Y TELL TWR HE HAD 'A NEAR MISS WITH AN SMT.' TWR'S REPLY WAS 'THERE IS NO SMA TFC AT MCI;' AND PROCEEDED TO ASK AN ACFT (ALSO IN THE PATTERN) WHERE HE WAS JUST AFTER THE ACFT TOLD TWR HE WAS JUST LNDG. WE RPTED OUR ACTIONS AND POS. MCI TWR ASKED US TO FOLLOW THE LTT Y FOR LNDG. WE COMPLIED. TWR CLRED THE LTT Y FOR LNDG WITH A PHRASE SOMETHING LIKE; 'CLRED TO LAND RWY 20; NO FURTHER TFC IN YOUR WAY.' OUR LNDG WAS UNEVENTFUL. MY CONCERNS ARE: WHY DIDN'T MCI TWR RPT OUR PRESENCE TO THE LTT Y? WHY WAS THE LTT Y FLYING DOWNWIND OUTSIDE THE ATA? DID THE LTT Y SEE US AND IF SO WHY WAS THERE NO APPARENT COLLISION AVOIDANCE STEPS TAKEN ON HIS PART?
