HNL Controller described a near conflict event when traffic landing Runway 8L failed to exit the runway as instructed at Taxiway Y and traffic on Runway 4L was cleared for take off.

Synopsis

HNL Controller described a near conflict event when traffic landing Runway 8L failed to exit the runway as instructed at Taxiway Y and traffic on Runway 4L was cleared for take off.

Narrative

Aircraft Y landed on Runway 8L and was approaching Taxiway Y. The aircraft was advised to turn left and contact Ground Control. Aircraft X; in position on Runway 4L; was cleared for take-off. The Developmental then cleared an aircraft into position on Runway 8R. As the Developmental and myself turned to check on the status of aircraft X; we both observed aircraft Y still on Runway 8L passing Taxiway E. The Developmental advised Aircraft Y to hold short of Runway 4L; with no response received. I then keyed over the Developmental and told aircraft X to turn right. Aircraft X was airborne prior to Taxiway E and began the right turn to avoid the B747. As the B747 passed the LAHSO bars on Runway 8L; aircraft X had completed an eastbound turn to avoid conflict. Aircraft Y then began to turn left at Taxiway K and was still not responding to our transmissions. The aircraft seemed disoriented and then eventually called Ground Control (GC) to advise where they were actually parking. Aircraft Y was then transferred back to our frequency on LC and crossed Runway's 8L; 4L & 4R. Recommendation; Company Y aircraft are not strangers to HNL/HIK; however; in the future I will be more cognizant of the aircraft handling and pilot capabilities. I de-briefed the Developmental and emphasized the need to follow-up and even though the pilot reads back correctly; visually confirm as a good operating practice!
