CLOSE PROX ACR-MLG GA-SMA AT TYS RWY 23R.

Narrative

OUR ACFT; AN MLG; WAS ON TKOF ROLL ON RWY 23R AT TYS (MY FIRST TRIP INTO TYS AS A NEW F/O--THIRD ROTATION AFTER IDE). THE CAPT HAD POINTED OUT THE CREST IN THE RWY; WHICH IS LOWER BY OVER 50' ON THE DEP END. AS WE BEGAN OUR TKOF ROLL; HE AGAIN MENTIONED THAT FACT AND WE WERE BOTH LOOKING DOWN THE RWY. AS WE NEARED THE CREST OF THE RWY; WE WERE APCHING TKOF SPD AND I WAS LOOKING INSIDE; AT THE ENG INSTRUMENTS AND V1VR SPDS. AS WE ROTATED; I CAME 'OUTSIDE' WITH THE CAPT AND SPOTTED WHAT HE HAD SEEN MOMENTS BEFORE: A LIGHT ACFT TAXIING OPP DIRECTION TO US; ON THE EXTREME RIGHT SIDE OF THE RWY (W SIDE). THE ACFT HAD BEEN HIDDEN FROM OUR VIEW BY THE HUMP OF THE RWY UNTIL A SECOND OR SO PRIOR TO ROTATION. IT WAS A LIGHT COLORED ACFT (WHITE; I THINK); SINGLE ENG; WHICH WE LATER LEARNED HAD LANDED NORDO OPP DIRECTION AND CLRED OFF TO THE SIDE. THE LOW WX AND POOR VIS; COUPLED WITH THE LIGHT COLOR; MADE HIM HARD FOR THE TWR TO SEE; ALONG WITH THE UNEXPECTED NATURE OF HIS PRESENCE. ALL 4 OF OUR LNDG LIGHTS; 2 RWY TURN OFF; AND STROBES WERE ON--MAYBE HE SAW US BEFORE WE SAW HIM; BUT IT WAS CLEARLY A POTENTIAL DISASTER.
