Narrative
AT APPROX XA45 LCL; FGT X 2 SHIP OF FGT'S BEGAN A LOW LEVEL OVERWATER TRNING MISSION. THE MISSION BEGAN ABEAM THE OCEANSIDE TACAN APPROX 35-40 NM W. AFTER TURNING S WE ENCOUNTERED WX OF 1500. 5 NM CONFIRMED BY ONBOARD RADAR. AT XA50 WE NOTICED A NUMBER OF BOATS AT 5 NM ON MY RADAR. SHORTLY AFTERWARDS OUR NUMBER 1 ACFT SPOTTED MLT Y ON RIGHT SIDE BTWN HIMSELF AND WINGMAN. FGT X AND MLT Y PASSED WELL CLR AND WE CONTINUED ON OUR PLANNED ROUTE. WE WERE AT 800-900' AND 380 KTS. WE UNDERSTAND THAT MLT Y HAS FILED A NEAR MISS RPT. AT THIS TIME WE ARE UNAWARE OF ANY FAR'S THAT HAVE BEEN VIOLATED; HOWEVER I HAVE FILED THE RPT AS A PRECAUTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THIS LOW LEVEL MISSION FOR TRNING WAS ORDERED BY RPTR'S MIL OPS OFFICE. SOMEHOW; THE MISSION BRIEFER DID NOT HAVE THE ATTACHED SPECIAL NOTICE CONCERNING THE SPORTING EVENTS THAT WERE UNDERWAY. RPTR STATED THAT THEY WERE VAGUELY AWARE THAT THE RACES WERE BEING HELD; BUT HAD NO IDEA WHERE OR THAT THEY WOULD BE SO FAR FROM LAND. THERE WERE COMPLETELY SURPRISED TO HAPPEN UPON THE RACE AND COULD DO NOTHING TO AVOID THE RACE OR IT'S ESCORT. THEY WERE AMONG THE BOATS AND HAD HAD THE NMAC BEFORE THEY COULD DETERMINE WHAT THEY HAD ENCOUNTERED. AT THEIR SPD AND ALT; THERE WERE THROUGH THE AREA BEFORE EVASIVE ACTION COULD BE TAKEN. BOTH PLTS WERE EXONERATED OF BLAME BECAUSE THEY HAD BEEN SENT INTO THE AREA WITH INCOMPLETE INFO ABOUT THE EVENTS IN PROGRESS.
