FROM CLRNC DELIVERY SFO WE RECEIVED THE FOLLOWING. 'CLRED HDG 350 DEG FOR VECTORS PYE 151R; THEN AS FILED. CLB TO 23000'; EXPECT FL370 IN 10 MIN. DEP 135.1. SQUAWK 6306. MAINTAIN 250K IN CLB.' AFTER DEPARTING SFO ON 350 HDG AND 4 DME SFO PASSING 2000' HAVING RECEIVED NO CALL FROM SFO TWR TO CHANGE TO DEP; WE ATTEMPTED TO CONTACT TWR TO CHANGE. DUE TO CONGESTION WITH TWR COM; THIS TOOK A WHILE (10 TO 15 SEC) BEFORE WE GOT CONFIRMATION FROM TWR TO CHANGE. ON CONTACT WITH DEP; THEY WANTED TO KNOW 'WHERE WE WERE.' THEY HAD CONFLICTING TFC THAT THEY HAD TO VECTOR OUT OF OUR WAY. DEP THEN GAVE US A TURN LEFT AND AN ALT. REST OF TRIP WAS NORMAL. PROBLEM. THE CENTER STORED LEADS YOU TO BELIEVE A PORTE DEP IS PART OF THE CLRNC. THE 350 HDG TAKES YOU OUT OF PORTE DEP. THE CLRNC TO 23000' WANTS TO LEAD YOU STRAIGHT OUT. BUSY TWR FREQ. SOLUTION. DEFINE THIS 'OFFSHORE' DEP WITH A SEP PAGE. DEFINE A POINT WHERE YOU COULD AUTOMATICALLY CHANGE FREQ FROM TWR.
