RWY TRANSGRESSION.
Narrative
PUSHBACK FROM GATE AT BUR COMMENCED NORMALLY. AFTER #1 ENG START WAS COMPLETE I LOOKED OUTSIDE AND NOTED THE ACFT WAS STOPPED AT A 45 DEG ANGLE TO THE RWY AND FAIRLY CLOSE. I ASKED THE GND CREWMAN HOW CLOSE WE WERE WITH NO RESPONSE. I NOTED LNDG LIGHTS TOUCHING DOWN ON RWY 07 AND ASKED AGAIN HOW CLOSE WE WERE TO THE RWY. I WAS TOLD TO STANDBY. GND CTL CALLED AT THIS TIME AND SAID IT LOOKED LIKE WE WERE OVER THE RWY. I STARTED TELLING THE GND CREW TO PULL US FORWARD; BUT THEY WERE SLOW IN THEIR RESPONSE AND DID NOT PULL US FORWARD BEFORE AN MLG HAD LANDED; SLOWED TO TAXI SPD AND PASSED AROUND BEHIND US ON THEIR ROLL OUT. I FEEL THIS INCIDENT WAS CAUSED BY INEXPERIENCED PERSONNEL ON A VERY SMALL PARKING RAMP. MORE THOROUGH TRNING FOR GND CREW ACFT HANDLERS WOULD HELP SOLVE THIS PROB. ALSO PERHAPS NOT ALLOWING ACFT TO PUSH BACK AT BUR WITH ACFT ON SHORT FINAL FOR RWY 07. ALL OF THE INCIDENTS OCCURRED IN A VERY SHORT TIME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR HAS SPOKEN TO COMPANY AGENT WHO SPOKE TO TWR CHIEF AND GND PERSONNEL AND HOPES FOR A CHANGE IN PROCS.
