DESCENDED 1000' BELOW OUTER MARKER ALT ACCOUNT INOPERATIVE ADF.

Narrative

ATIS WAS COPIED WITH 2 APCHS IN USE. THE FLT WAS BEING VECTORED ONTO 1 DOT LOC BY KC APCH. UPON BEING TURNED ONTO FINAL AT 2400'; WE WERE ADVISED G/S AND MARKER WERE OTS. WE SELECTED DOTTE 359 DO ON #2 ADF PRIOR TO BEING VECTORED BY APCH. UPON INTERCEPTING LOC NOTICED ADF POINTER WAS SHOWING STATION PASSAGE AND PROCEEDED TO MINIMUMS OF 1320' MSL. PNF NEVER SWITCHED TO TWR WE LANDED WITH NO INCIDENT. UPON CONTACTING GND WE WERE ADVISED NO ONE WAS ABLE TO COM WITH US AND WE WERE APPROX 1000' LOW OUTSIDE DOTTE LOM; AND IF WE RECEIVED THE MARKER. WE SAID WE WERE ABLE TO IDENT STATION PASSAGE BY ADF POINTER. THERE WAS NO FURTHER DISCUSSION. UPON CHKING ALL RADIOS; DISCOVERED #2 ADF WAS NOT OPERATIONAL AND POINTER WAS FROZEN ON TAIL OF ACFT. CONTRIBUTING FACTORS WERE NOT DISCUSSING ATIS; NOT IDENTING ALL RADIOS; PLT'S RELATIVE TIME IN TYPE OF ACFT (PNF APPROX 30 HRS) AND NEW AUTOPLT SYS TO HIM. PNF WAS CAUGHT UP WITH CHKING PF THEREFORE NEVER SWITCHED TO TWR. PROB CORRECTED BY EXTENDED ANTICIPATION OF WHICH APCH IS GOING TO BE USED AND DISCUSSING IT THOROUGHLY WITH NAVAID IDENT DURING APCH BRIEFING.
