PLT REPORT REFERENCE LACK OF COORD BETWEEN TWR AND TRACON. OPERATIONAL DEVIATION.
Narrative
OUR ACR FLT DEPARTED ONT. BOTH CREW WERE WELL RESTED THIS BEING THE FIRST FLT OF OUR DAY. BOTH CREW TYPE RATED IN THE ACFT. THE CAPT WAS FLYING. HE IS A 12 YR VETERAN AND VERY SENIOR CAPT OF ABOVE AVERAGE SKILLS WHO TAKES PRIDE IN HIS WORK. UPON RECEIVING CLRNC WE WERE GIVEN THE PRADO 1 DEP AND 7000'. WE BRIEFED THE DEP AND WERE FAMILIAR WITH IT HAVING FLOWN IT MANY TIMES. OUR CREW COORD WAS EXCELLENT. WE'VE FLOWN TOGETHER ALL MONTH AND OUR CREWS ARE VERY STANDARDIZED. WHEN CLRED FOR DEP ON RWY 26 BY ONT TWR; THE CTLR ISSUED A CHANGE TO OUR DEP CLRNC. WE WERE CLRED FOR TKOF AND TOLD TO REMAIN ON RWY HDG AND 4000'. WE DISCUSSED IT; RESET HDG AND ALT ALERTERS AND READ BACK THE CLRNC; 'CLRED FOR TKOF AND MAINTAIN RWY HDG TO 4000'.' UPON CONTACTING ONT DEP THEY SEEMED AGITATED AND ASKED US OUR DEP CLRNC. WE TOLD THEM RWY HDG AND 4000'. THEY LATER GAVE US A PHONE NUMBER TO CALL THE SUPVR WHEN WE REACHED PHOENIX AND SAID THEY WOULD PULL THE TAPES BECAUSE WE SHOULD NOT HAVE BEEN GIVEN THE CLRNC TO 4000' AND RWY HDG. THE CTLR SAID ONT TWR HAD DONE THIS FREQUENTLY AND THAT IT INFRINGED ON SOMEONE ELSE'S AIRSPACE--POSSIBLY NORTON'S. THERE WERE NO PROBS WITH TFC BECAUSE OF THIS CLRNC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR SAYS THAT WHEN FLT CREW CALLED BACK TO ONT THE ATC SUPVR STATED THAT THEY WOULD PLAY TAPES AND GET BACK TO FLT CREW IF NECESSARY. SAYS DEP CTLR WAS REALLY UPSET TO FIND THEM ON RWY HEADING AND CLIMBING TO 4000' REPORTER SAYS SHE READBACK THAT CLRNC TO TWR AND INCLUDED FULL CALL SIGN; AND THAT HERS WAS ONLY FEMALE VOICE ON TWR FREQ. FLT CREW HAS HEARD NOTHING FURTHER FROM FAA REF THE INCIDENT.
