Synopsis

Upon encountering a normal system braking failure on final approach; the pilot of a C-525 diverted to an airport with a longer runway where a safe landing was made.

Narrative

While on approach to the runway at the FAF inbound; I selected the gear down. Upon gear extension I received a Master Caution advising of LOW POWER BRAKE PRESSURE and ANTI SKID INOP. I pulled the Emergency checklist and followed the procedure listed for this problem. I decided to execute a touch and go landing to verify I had no normal breaking. I touched down and verified the break pedals went to the floor; and then executed a normal touch and go. I advised ATC that I had no normal breaking and that I was declaring an emergency and would like to proceed to another airport. I was granted this request. Upon contacting the next airport's Tower I advised them that I would be landing on the displaced threshold for the runway. I felt this was necessary in the event my emergency brake system failed I would have an extra 1;500 FT of runway to try and slow down. I also advised ATC that we would not be able to taxi normally upon using the emergency brake system; and that the FBO would need to come to get the airplane. I touched down approximately 1;000 FT down the runway and applied the emergency brakes. The aircraft slowed down to a safe taxi speed and I exited on a taxiway and continued taxi to the FBO and came to a stop. I then advised Tower that the Emergency Equipment was no longer needed.
