AFTER TKOF RWY 1L DULLES ARPT; INSTRUCTED BY DULLES DEP CTL TO CLB TO 9000' (125.05); THEN FLY 060 DEGS TO INTERCEPT V44. LEVELED AT 9000'. CHANGED TO BWI APCH CTL (128.7) AND RPTED LEVEL AT 9000'. INFORMED TO DSND IMMEDIATELY TO 8000' AND TURN IMMEDIATELY RIGHT 60 DEGS TO AVOID LTT Y. WE COMPLIED. OUR WX CONDITIONS WERE IN BROKEN CLOUDS. ABOUT 1/2-WAY THROUGH THE TURN WE CAME CLEAR OF CLOUDS AND VISUALLY ACQUIRED LTT Y ABOUT 1 MI LAT AND 500' VERT. WHEN QUESTIONED BWI APCH CTL SAID DULLES HAD INCORRECTLY CLRED US TO 9000' (?). WITH LESS TIMELY WORK BY BWI OR A CROWDED RADIO (USUAL AT THIS TIME OF DAY IN THE DULLES AREA) THIS WOULD HAVE BEEN A POTENTIAL MIDAIR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR DID NOT MAKE A FOLLOWUP TELEPHONE CALL TO THE FAC INVOLVED. HIS ONLY INFO ABOUT THE INCIDENT IS WHAT HE RECEIVED ON THE RADIO. HE SAID THAT BY WHAT WAS SAID BY BWI; HE BECAME CONVINCED THAT IAD DEP CTL CLRED HIM TO THE WRONG ALT AND BWI SAVED THE DAY WITH THE TIMELY TFC ADVISORY. RPTR STATED THAT THINGS LIKE THIS ARE BECOMING MORE COMMON IN THE NEW EAST COAST PLAN.
