A BE-30 pilot believes poor runway signage and hold short markings at NEW contributed to a minor runway incursion that caused the Tower to issue a go around to traffic previously cleared to land on Runway 18R.
Narrative
The Tower cleared me to; 'Taxi to the Runway 36L and hold short of 36L.' I taxied out on Taxiway B and looked down the taxiway for the hold short area. I saw a C-172 or 182 in front of me across the field and I thought he was at Runway 36L. But; when I came up on what I thought was a taxiway; it was Runway 36L. I stopped just past the hold short line of 36L with the nose of the aircraft still on new black part of the Taxiway B; 10 to 15 FT from Runway 36L white edge line.The hold short markings for 36L are lightly marked against the fresh coated black top; no new paint on hold lines and no red hold box or runway sign on the left side of taxiway hold lines. I called Ground and said I passed the hold [and asked] what they want me to do. I was told to make a left 180 turn to go back to the hold line. The Tower had to tell an aircraft landing Runway 18R to go around. Ground asked my name and phone number and then told me to call when I got to my destination.How the problem arose [was that] I was closer than I thought to 36L. Poor hold short markings contributed to my confusion and the incursion. The airport should put left side red hold box like the one on the right side and repaint the hold lines on Taxiway B.
