PIC OF ACR HVT HAS PROBLEMS WITH ACI DURING PREFLT INSPECTION.
Narrative
AFTER SIGNING DISPATCH RELEASE IN OPS I ARRIVED AT THE ACFT AND I NOTICED A CIVILIAN IN THE GALLEY. I WENT INTO THE COCKPIT AND SAW FLT CASE IN THE CREW LUGGAGE AREA. I LOOKED FOR THE CURRENT LOG BOOK AND COULD NOT FIND IT. I WENT IN THE GALLEY AREA TO OBSERVE THE CIVILIAN WHO WAS LOOKING THROUGH THE ACFT LOG AND ASKED TO SEE IT AND ASKED WHO HE WAS. HE SAID HE WAS AN ACR INSPECTOR AND WAS GOING TO FLY WITH US. I ASKED TO SEE SOME IDENT; WHICH HE SHOWED ME. I ALSO ASKED IF THIS WAS MAINT; FLT OR CABIN INSPECTION AND HE SAID HE WOULD DO ALL. HE BECAME IRRITATED WITH MY INQUIRIES AND SAID HE WOULD CALL HIS SUPVR BECAUSE HE THOUGHT I WOULD NOT ALLOW ACCESS TO THE JUMPSEAT; WHICH WAS RIDICULOUS. HIS SUPVR AND ANOTHER PERSON CAME IN THE COCKPIT AND SAID WE SHOULD NOT GET INTO A PISSING CONTEST WHEN I TOLD HIM I NEEDED PROPER IDENT FROM ANYONE ON THE ACFT; ESPECIALLY IN THE COCKPIT. HE ALSO ASKED TO SEE MY LICENSE AND MEDICAL. AFTER I HAD SHOWN BOTH TO HIM HE SAID I WOULD BE RECEIVING A LETTER. WE DEPARTED 35 MINS LATE DUE TO FUEL BOOST PUMP FAILURE. UPON ARR IN LAX; AFTER SITTING IN THE COCKPIT FOR THE ENTIRE 5 + 15; HE SAID IT WAS A NICE FLT AND SAID HE WAS ATTENDING A WEEK LONG MLG MAINT CONFERENCE. HE ALSO SAID THAT THEY (FAA) WERE DOING RAMP CHKS EARLY MORNING AND MAY HAVE CAUSED SOME OF THE IRRITATION. I THEN SAID THAT MAY HAVE CAUSED THEIR MISUNDERSTANDING OF ME; SINCE I WAS VERY CAUTIOUS WITH IDENT CHKS. WE AGREED TO NOTIFY OUR RESPECTIVE SUPVRS OF OUR CONVERSATION.
