Narrative

FAA MONTGOMERY RAPCON GAVE MAXWELL AFB TWR A RELEASE FOR MLT Y OFF RWY 33 WHICH WAS THE ACTIVE RWY. MAXWELL TWR CALLED MLT Y ROLLING. WHEN Y TAGGED MY DATA PERSON AND I (N DEP RADIO) NOTICED MAXWELL TWR HAD TURNED AN ACFT FINAL TO RWY 15R IN THE WAY OF Y'S FLT PATH. MLT Y RELEASE WAS 'FLY RWY HDG; MAINTAIN 20.' WHEN Y CAME ON FREQ I ISSUED TFC. 'MLG Y TFC 12 O'CLOCK 2 MI; OPP DIRECTION WORKING WITH TWR; ALT INDICATES 1700; TURN RIGHT IMMEDIATELY HDG 020.' MLT Y MADE A COMMENT; 'THIS AIN'T RIGHT.' Y WAS NOT ISSUED TFC OR DEP BY MAXWELL TWR. Y MADE NO OTHER REMARKS CONCERNING THIS SITUATION AND CONTINUED ON WITH HIS IFR FLT. I WROTE THIS BY MEMORY AS I HAVE NOT HAD THE OPPORTUNITY TO LISTEN TO THE TAPE. AS BEST WE CAN TELL MTR X WHICH WAS Y'S TFC WAS TOLD TO ENTER A 5 MI INITIAL AND TURNED IN EARLY AND MLT Y WAS NOT ISSUED TFC UNTIL WE SAW THE SITUATION AND TOLD THEM TO BREAK OUT THE TFC OVER THE SHOUT LINE. BUT THE ABOVE SITUATION ABOUT MTR X INSTRUCTIONS/TFC ISSUANCE IS JUST HEARSAY AND NOT FACT. I FEEL THE TRNING PROGRAM AND MAXWELL TWR NEEDS TO BE REVIEWED. I DON'T BELIEVE THEY KNOW WHAT SEP IS. SUPPLEMENTAL INFO FROM ACN 97664: I BELIEVE THE SITUATION COULD HAVE BEEN PREVENTED IF THE TWR CTLR WOULD HAVE INSTRUCTED MTR X TO HOLD ON THE DOWNWIND UNTIL THE DEP WAS CLR OF THE AIRSPACE.
