Narrative

I WAS WORKING N DEP RADAR IN RAPCON. MTR X WAS CLRED FOR VOR RWY 15 CIRCLE TO RWY 33 AT MXF. RWY 33 WAS IN USE. MTR X WAS CHKED WITH MXF TWR AS STATED ABOVE. MTR X'S DEP INSTRUCTIONS WERE 'FLY RWY HDG; MAINTAIN 2000.' THE NEXT THING I KNOW MTR X CAME OFF RWY 15; RWY HDG CLBING TO 20. I IMMEDIATELY TOLD X TO 'TURN LEFT IMMEDIATELY HDG 090 DEGS; CLB AND MAINTAIN 23.' THIS IS A BAD SITUATION BECAUSE DANNELLY FIELD A CIVILIAN ARPT FOR MONTGOMERY SITS ABOUT 5 MI SSW OF MAXWELL AFB. DANNELLY WAS ON RWY 27; AND MLG ACR Y WAS ON ABOUT 4 MI FINAL. SEP BTWN ACR Y AND MTR X NEVER GOT LESS THAN 4 MI BUT IT COULD HAVE. WHEN MTR X WAS QUESTIONED ABOUT THIS; HE STATED MAXWELL TWR WOULD NOT LET HIM CIRCLE. MAXWELL TWR MADE NO ATTEMPTED TO COORDINATE THIS WITH US. MAXWELL TWR SHOULD KNOW BETTER THEN THIS BECAUSE THE STANDARD DEP INSTRUCTION OFF RWY 15 IS 'TURN RIGHT HDG 300; MAINTAIN 20; MAKE YOUR TURN WITHIN 2 DME OF THE MAXWELL TACON TO AVOID DANNELLY FIELD.' IN MY OPINION THE TRNING DEPT NEEDS TO BE REVIEWED AT MAXWELL TWR. THEY DON'T KNOW WHAT SEP IS. THIS WAS WRITTEN BY MEMORY AS I HAVE NOT HAD THE OPPORTUNITY TO LISTEN TO THE TAPE.
