Synopsis

A Corporate pilot suggested that an airway be established between TUP and JAN in order to expedite traffic around a MOA which currently requires ATC clearances.

Narrative

I was climbing out VFR; I noticed on TCAS I had an aircraft climbing at my 11 o'clock and he was 7-8 miles. We were climbing out at the same rate and he was 2;000 FT above me. Then I could see him visual; but I didn't notice when he leveled out. I was on Center and I heard Center tell the regional jet to climb for a traffic conflict. I then leveled off and descended. We were never closer than 2 miles from him but center was very mad at me when I called for my IFR clearance. The reason I was climbing out VFR is; it was a clear day; there was a MOA above me; if I climb VFR into the MOA to 17;500; Center normally will give me a clearance on above the MOA because that's the fastest way to get me out of the MOA. There are a few ways to prevent this; we need an airway from TUP southbound toward JAN; or I could always pick up my clearance down low; then fly almost 50 miles out of the way of the MOA. It was such a pretty day I was trying to save some time/money. We really need an airway southbound from TUP to JAN.
