TWO WDB'S HAVE LESS THAN STANDARD SEPARATION OVER ATLANTIC.

Narrative

WHILE ENRTE GABES TO DEENO AT FL330 IN BDA TCA UNDER POSITIVE RADAR CTL WITH BDA (128.6 MMZ) ACR B (TPA-BDA) CONFLICTED WITH US AT FL330 POS 37:00N 67:30W. ACR B WAS APPARENTLY ON R-14 EBND TO DEST; BDA. ALSO WAS IN POSITIVE RADAR CTL BDA TCA (128.5 MHZ) HAVING GIVEN A POS RPT AT PRISS AT APPROX XA12L. ACR B SAW OUR ACFT AND TURNED TO AVOID US. I SAW HIM AT 10 O'CLOCK; LEVEL; ESTIMATED DISTANCE 5-6 MI AFTER HE HAD INITIATED HIS TURN. BOTH ACFT WERE ASSIGNED FL330. HOWEVER; 10 MINS PRIOR TO CONFLICT BDA CTL ASKED OUR FLT; IF WE COULD CLB TO FL350. WE REPLIED AFFIRMATIVELY. HOWEVER; BDA DID NOT SUBSEQUENTLY CLR US TO FL350 BUT RATHER HAD US MAINTAIN FL330. APPARENTLY INABILITY OF BDA CTL TO COORD OUR CLB TO FL350 WITH NY OCEANIC LED TO THE PROB. HAD BDA CTL EXERCISED UNILATERAL CTL WITHIN ITS AIRSPACE AND CLBED OUR ACFT TO FL350 W/O COORD WITH NY OCEANIC; THIS CONFLICT WOULD NOT HAVE OCCURRED. I RECOMMEND THAT BDA CTL EXERCISE FULL ALT ASSIGNMENT AUTHORITY WITHIN ITS AIRSPACE W/O REQUIREMENT OF PRIOR NY CTA COORD IN CASE OF IMMINENT ALT/COURSE CONFLICT.
