REQUEST FOR INSTRUMENT CLRNC TO VFR UNDERNEATH. AFTER LONG DELAY FINALLY ZKC CLRED TO NEW COLUMBIA VOR; DSCNT AND MAINTAIN 3000'; HOLD ON 090 DEG R; RIGHT TURNS 1 MIN # LEGS. REQUIRED A VERY RAPID DSCNT AND WAS SLIGHTLY N OF VOR WHEN PASSED BY. APCH/TWR (NO RADAR) SAID; 'IS THAT YOU NE?' WE CONFIRMED; STARTED OUR TURN INBND; CLRED TO LAND WITH VISUAL; STUDENT NOW FLYING UNDER VFR NIGHT (UNDERNEATH) BACK TOWARDS THE ARPT. STUDENT DID GET A LITTLE LOWER THAN I WANTED HIM TO AND I HAD HIM BACK TO ALT. TWR SAID; 'SAY ALT.' IT WAS NONE OF THE TWR'S BUSINESS. WE WERE FLYING THE PLANE AND DID NOT NEED THE TWR ASSISTANCE. I WILL SEE THAT THE STUDENT DOES RIGHT W/O HIS BOTHERING THE STUDENT. IN THE LAST SEVERAL MONTHS ATC (BOTH CENTER AND TWRS) ARE TRYING TO EXERCISE DOMINATING TRENDS TO TRY TO EXASPERATE PLTS SO THEY CAN HOPE THERE IS SOMETHING THEY CAN RPT AND CREATE A VIOLATION AND TAKE CREDIT FOR AS A WRITE UP. DO WE STILL LIVE IN THE U.S.A.? I WONDER. IF IT REALLY WAS A VIOLATION OF SOME TYPE; FAA CONSIDERS GUILTY UNTIL PROVEN INNOCENT INSTEAD OF AMERICAN 'INNOCENT UNTIL PROVEN GUILTY.'
