ON MISSED APCH ACR MLG DECLARED AN EMERGENCY AND CONTINUED CLIMB MAINTAINING VISUAL SEPARATION FROM INBOUND ACFT. ACFT VIBRATION FROM UNKNOWN CAUSE INFLUENCED PIC TO CLIMB.

Narrative

ON MISSED APCH AT FAT; TOLD TO CLB TO 3000' ON HDG 120 DEGS FOR VECTORS TO LAX. AFTER RETRACTING FLAPS AND LEADING EDGE DEVICES AS ORDERED BY CAPT WHO WAS FLYING; THE ACFT BEGAN BUFFETING HEAVILY WITH AN AIRSPD OF 240 KTS APPROX. THIS COINCIDED WITH LEVELING OFF AT 3000'. ALL 'TRANSIT' OR 'EXTENDED' LIGHTS WERE NOT ILLUMINATED. SPEED BRAKES WERE NOT DEPLOYED (HANDLE WAS STOWED). LNDG GEAR LIGHTS WERE NOT ILLUMINATED. ALL ENG INSTRUMENTS WERE NORMAL. CAPT ELECTED TO START A CLB TO PUT SOME ALT BTWN US AND THE GND. I ADVISED DEP CTL THAT WE NEEDED TO CLB IMMEDIATELY. THE CTLR TOLD US TO MAINTAIN 3000'. WE WERE VMC (ON TOP OF GND FOG LAYER ON DECK) AND COULD SEE TFC AT OUR 12 O'CLOCK AND 1 O'CLOCK. I DECLARED EMER AS ADVISED BY CAPT AND TOLD DEP CTL WE WERE CLBING. THIS OCCURRED PASSING THROUGH 3300'. AT 3800' DEP CTL TOLD US TO MAINTAIN 4000' AND ADVISED US OF TFC AT 12 O'CLOCK AND 5000' DSNDING. HE TOLD US TO MAKE AN IMMEDIATE RIGHT TURN WHICH THE CAPT DID. AFTER APPROX 15 SECS IN RIGHT TURN THE LEADING EDGE TRANSIT AMBER LIGHT FLICKERED ON AND OFF AND BUFFETING CEASED IMMEDIATELY. WE ADVISED DEP CTL THAT WE BELIEVED THE PROB NO LONGER EXISTED AND WAS CLRED TO HIGHER ALT ON OUR WAY TO LAX BY THEM. WE HAD THE COMMUTER TFC (ADVISED EARLIER BY DEP CTL) AT ALL TIMES IN SIGHT WHILE DEVIATING FROM THE ASSIGNED ALT OF 3000'.
