Synopsis

NMAC BETWEEN GA-SMA APCH TO LAX TCA VFR CORRIDOR AND ACR-SMT FROM LAX TO VNY.

Narrative

I HAD DEPARTED VFR FROM WHITMAN ARPT; AND CLBED TO AN ALT OF 3500' WHICH WAS TO BE MY CRUISING ALT TO TORRANCE; CA. I CIRCUMNAVED THE VNY CTL ZONE AND THE BUR ARSA. I WAS HDG 132 DEGS IN ORDER TO TRANSITION THE SPECIAL FLT RULES AREA THROUGH THE TCA TO TORRANCE. AT APPROX 5 MI FROM SANTA MONICA VOR AN SMT WHICH APPEARED TO BE FROM LAX WAS CLBING TO MY ALT FROM THE OPP DIRECTION. WE BOTH TOOK EVASIVE ACTION DEVIATING TO THE RIGHT; AND THOUGH I DON'T FEEL THAT EITHER OF US WAS IN ANY DANGER; THE POTENTIAL FOR PROBS EXIST WHEN AIRLINE TFC INTERFERES AND NORMALLY TRAVELS IN THE SUGGESTED VFR TRANSITION AREAS. IN SUMMARY I WAS TRAVELING AS SUGGESTED BY THE NEWLY RELEASED SUGGESTED ARR AND DEP ROUTES FOR ARPTS IN THE LA BASIN. IT IS OBVIOUS TO ME THAT APCH AND DEP SHOULD BE MADE MORE AWARE OF THESE ROUTES; AND BE ADVISED TO AVOID THEM. THE SMT FLT TERMINATED IN VNY. I WAS SQUAWKING 1201 AND TERMINATED MY FLT IN TORRANCE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR FELT DEP CTL SHOULD NOT BE SENDING TFC THROUGH THE APCH TO THE VFR CORRIDOR OVER LAX. I POINTED OUT THE SMT HAD PROBABLY HAD A TCA CLRNC FROM LAX AND AS SOON AS INTO SECTOR OF TCA WHERE FLOOR WAS ABOVE HIM AT 5000' MSL HAD PROBABLY BEEN SENT OVER TO BUR APCH. RPTR AGREED THE SMT PROBABLY HAD TO CLB THROUGH THE SMA ALT BECAUSE OF TERRAIN TO N ON TRANSITION TO VNY. ANOTHER POINT BROUGHT OUT BY RPTR WAS QUESTION WHY THE NW SECTOR OF THE LAX TCA FLOOR WAS AT 4000' MSL AS THIS CAUSED VFR TFC COMING NBOUND OUT OF THE VFR TCA CORRIDOR AT 4500' TO DSND TO BELOW 4000' TO GET BELOW FLOOR TO PROCEED WBOUND ALONG THE COAST THUS PUTTING THEM DOWN AT THE 3500 BEING USED BY OPP DIRECTION APCHING THE CORRIDOR SEBND. HE SUGGESTS IF NO GOOD REASON FOR FLOOR TO STILL BE AT 4000' IN THIS SECTOR IT BE RAISED TO 4500 OR 5000' MSL; WHICH IS THE MEA FOR THE V ARWY INTO SMO IN THIS AREA. HE FELT THIS WOULD BE A GOOD SAFETY IMPROVEMENT.
