CRJ-900 First Officer reported experiencing failure of the outer pane of the First Officer's cockpit window. Flight crew diverted and landed safely.
Narrative
Captain was pilot flying (PF) and First Officer (FO) was pilot monitoring (PM). Uneventful startup and taxi. After the after takeoff checklist was complete; we were climbing up from 5K ft. to 17K ft. when an abrupt loud audible 'pop' occurred following a complete shattering of the jet's right forward (FO's side) windscreen. I believe we had just passed 7K ft. when the event occurred. The FO; who was still PM; asked Captain if he'd like to [request ATC assistance]. FO got approval; and [communicated with] ZZZ Departure; stated issue; souls on board; and asked to level at 10K ft. (for passenger consideration). Crew selected 10K on the altitude selector and leveled off the climb. Once approved; Departure asked intentions but was told to standby by FO. Captain then assigned PF and radios to himself and informed FO to pull out the QRC/QRH for cracked windscreen (since FO wouldn't be able to see out the front window while flying). Around this time the amber 'R WINDOW HEAT' caution msg illuminated. FO was instructed to complete that procedure. Once complete; FO went through the non-message 'Windshield or Window Cracking; Shattering; Arcing or Delamination' procedure. (Of note: FO had exact [problem] with Captain's windscreen on a previous flight and was familiar with the procedure). Departure gave a series of vectors during the crew's QRH procedure. Crew discussed and decided to plan on landing at ZZZ1 due to being unable to properly see during a visual approach back to ZZZ and due to (1) one thrust reverser not operating (per the MEL already written up for the jet). FO informed ATC of ZZZ1 diversion. Shortly after; crew sent an ACARS message to Dispatch informing them of diversion and later received a message stating that Maintenance wanted flight to return to ZZZ. Crew informed Dispatch unable (for the reasons mentioned). Captain handled the briefing items with the Flight Attendants (FAs) and made the passenger announcement. Crew received vectors to land at ZZZ1 via ILS. Crew went through the normal briefing and landing preparations for the ILS. While making the descent; FO maintained 400 ft. Cabin Altitude manually per the QRH instructions. Once clear of the runway; Tower instructed crew to stop on the high speed taxi way for fire trucks to inspect the jet. Once complete a few minutes later the crew taxied to gate. Prior to opening the door; the FO and Captain discussed informing the FA to be cautious opening the cabin door in the event that the pressurization could cause harm to the FA opening the door. The FO called the FA and advised her to use caution. The door opened as advertised. Once the jet bridge was hooked up to the jet; the Captain tasked the FO with informing the passengers to deplane and to wait near the gate to receive timely information from the gate agent on the plan to get them to ZZZ2 while he made phone calls to the company.
