Synopsis
CRJ Captain reported directing the flying pilot to go around for a GPWS 'Caution Obstacle' alert after descending below the descent profile twice. Flying pilot reported not correcting enough for the first profile excursion which led to the second.
Narrative
During our flight Aircraft X ZZZ1 ZZZ we were being vectored onto the IAF ZZZZZ; I was pilot monitoring and my First Officer (FO) was flying they asked for a normal flap extension schedule. During the flaps 20 to 30 extension the flaps oversped with gear down at a speed between 185-190 kts. The clacker went off for less than 3 seconds and the event reported to Maintenance Control and the proper maintenance task card entire was made. Furthermore; continuing the approach we were stable on our way down at proper altitude and speed up until about 5-6 DME. I noticed that we were trending lower than (around 100 ft) we should be and advised my FO to shallow the descent to capture the proper glide path. The level off failed to happen and then I stated to my FO that we were trending to low (about 300 ft) and we needed to level off to recapture the glide path. When I stated that; the Caution Obstacle" call was made from the GPWS alerting system. At that point of the approach I deemed it unstable and elected to call for a go around to break off and re try the approach. I elected to fly the second try at the approach and the approach was completed successfully. We landed and safely taxied to the gate where we later debriefed on the event.Cause:The flap over speed was due to a slight increase in speed during the flap extension and being to close to the 185 kts. limitation. During the approach what led to the GPWS was the low altitude state the aircraft was at and wasn't being corrected for in a proper manner."
Second reporter narrative
We were set up for the visual XX into ZZZ. Shortly after being cleared for the approach; I as First Officer (FO) and pilot flying; asked for flaps 30. We were pretty much exactly at 185; and as they began to come down we briefly got the speed clacker. We continued the approach as normal. As we continued; I was trending low. Around ZZZZZ I was trying to level out to make up for the low trend. In hindsight my level out maneuver was not as prompt as it should have been. At this time we received an aural; 'caution obstacle.' The Captain promptly called go around and we executed a go around without further issue. We circled around and came back in for a normal landing. Cause: The cause of the flap over speed I believe was over concentration on the approach ahead with a neglect to slow down and be methodical as normal. The low approach cause I believe was due to inadequate prompt action on the Captain's initial call to shallow my descent.
