Air carrier Captain reported a communication breakdown between the Captain and Ground personnel regarding a new flight crew DG notification and a Hazmat loading error. After collaborating with Dispatch; the flight crew received a proper DG notification form and a correction to a Hazmat loading error prior to gate departure.

Narrative

Prior to pushback; Ramp Lead came to cockpit with a paper copy of DG which needed signing by me. Since I never sign a paper DG form I asked what the DG item is; and why this form in lieu of the standard ACARS pilot notification. He said a new procedure that started Day 1 required DG information to be delivered to Pilot in paper form; regardless of ACARS operational status. I told him I've never heard of this procedure; but regardless; I would need a DG Notification Form via ACARS before pushback. After several calls with Operations; we were told it was some type of a biological package with a Flight XXXX designation. We asked if a DG Form would be sent through ACARS and was told it would be. I referenced UN3373 in FOM and the only reference is on page X indicating UN3373 could be checked baggage; but only if loaded correctly. I was then informed it in fact had not been loaded properly and they were correcting that. The FOM does not clarify if UN3373 should be labeled as DG; and I contacted dispatch and load planning to see if we could get clarification. Eventually; I received verbal and written communication that no item was required; and after the item was correctly loaded; we pushed back 35 minutes late.
